A New Front in Industrial Cybersecurity
A pan-European consortium is tackling one of the most overlooked vulnerabilities in modern industry — the software that keeps factories running.
Industrial automation systems power the backbone of modern economies, yet they remain among the most vulnerable targets in today’s threat landscape. Operational Technology (OT) networks — the systems controlling manufacturing floors, energy infrastructure, and industrial machinery — are increasingly connected, increasingly targeted, and historically under-protected. A newly launched EU-funded initiative called ENFORCERS (Enhanced Cooperation for Cybersecurity) is setting out to change that.
The three-year project officially kicked off in February 2026 at WIBU-SYSTEMS AG in Karlsruhe, Germany, bringing together a consortium of industrial manufacturers, cybersecurity specialists, and applied research organizations from across Europe. Its goal: to build an end-to-end framework for securing industrial software throughout its entire lifecycle — from initial deployment to updates, incident response, and recovery.
Closing the Loop on Industrial Cyber Threats
What makes ENFORCERS distinct from conventional cybersecurity efforts is its ambition to close the full loop. Rather than addressing detection, response, and patching as isolated problems, the project integrates them into a single coordinated system.
At its core is a Cybersecurity System Platform built around a chain of trusted security nodes — private Security Operation Centers (SOCs), secure hardware elements deployed at OT edges, and automated playbooks for vulnerability mitigation. These components work together to enable real-time incident detection, cross-border information sharing, and secure software redistribution — even across fragmented or partially disconnected industrial networks.
This matters because OT environments don’t behave like standard IT infrastructure. Updates can’t simply be pushed out overnight. Networks are segmented by design. Downtime has physical consequences. ENFORCERS is built with those realities in mind.
Compliance-Ready for Europe’s Evolving Regulatory Landscape
The project’s technical architecture is designed to align with NIS2 and anticipates the requirements of the Cyber Resilience Act — two of the EU’s most significant cybersecurity regulatory frameworks. As these regulations begin to bite across the industrial sector, solutions that can demonstrate compliance by design, rather than retrofitting it, will be critical.
A Consortium Built for the Task
The ENFORCERS consortium reads like a cross-section of European industrial and cybersecurity expertise. Project coordinator Wibu-Systems brings deep experience in software protection and secure licensing. Industrial heavyweights including Balluff, Schneider Electric, TTTech, and Technology Nexus provide real-world requirements from the factory floor. Cybersecurity specialists like Infineon Technologies, ResilTech, and DYNAMIKI contribute capabilities ranging from embedded cryptography to AI-assisted SOC operations. Research support comes from Fraunhofer SIT, with industry representation via VDMA.
The project is co-funded by the European Union under Grant Agreement No. 101249745, with support from the European Cybersecurity Competence Centre.
Why It Matters
The vulnerability of industrial software supply chains isn’t a theoretical risk — it’s an active one. High-profile attacks on critical infrastructure in recent years have demonstrated that OT systems, long assumed to be isolated from internet-facing threats, are increasingly in the crosshairs. ENFORCERS represents a serious, infrastructure-level response: not a single product, but a cooperative framework designed to be replicable across sectors and scalable across borders.
Over the coming three years, the project will deliver technical demonstrators, standardization contributions, and training programs. The broader ambition, however, is to help lay the groundwork for European digital sovereignty in industrial automation — ensuring that the software running Europe’s factories is trustworthy, resilient, and under European control.
