Why Digital Identity Has Entered Its Industrial Phase

For years, digital identity has been discussed as a policy challenge, a privacy debate, or a technology roadmap. In 2026, it is something else entirely: an industrial system.

With the release of our new whitepaper Identities at Scale, we wanted to step back from vendor announcements and pilot press releases and look at what is actually happening underneath Europe’s digital identity programmes. Not the theory — the infrastructure reality.

The European Digital Identity Wallet (EUDI Wallet) is no longer a speculative policy construct. It is becoming a production system, with national pilots turning into cross-border platforms, and trust models shifting from institutional assurances to cryptographic enforcement. Identity is moving from being “managed” to being manufactured, issued, verified, revoked and audited at scale.

This whitepaper explores what that shift really means.

We look at how different European countries are approaching the problem — from Nordic architecture-first models to highly centralised civil registry systems, to more market-driven public–private frameworks. But more importantly, we examine the structural layers that now define identity infrastructure:

• where trust is anchored
• how credentials are secured
• how wallets interact with state and enterprise systems
• and where the real points of systemic risk now sit

Because the uncomfortable truth is this: once identity becomes infrastructure, it also becomes critical infrastructure. It becomes a target, a dependency, and a geopolitical asset.

Identities at Scale is not a “how-to” guide for wallets. It is a strategic analysis of what happens when societies start issuing identity the way they issue money, power or network access — and what that implies for sovereignty, security, resilience and long-term trust.

This is the first TQS whitepaper that treats digital identity not as a product category, but as a civil engineering problem for the digital age.
