As governments, regulators and technology providers accelerate the rollout of digital identity and age verification services, the debate is increasingly shifting away from the technology itself and towards public confidence. The long-term success of digital identity will depend less on whether people can prove who they are, and more on whether they can prove only what is necessary while remaining in control of their personal information.

Age verification has rapidly become one of the first real-world applications of digital identity that millions of people are likely to encounter. Whether accessing online content, purchasing age-restricted products or complying with new regulatory requirements, individuals are increasingly being asked to demonstrate that they are over a particular age before they can proceed. For many, these interactions will shape their first impressions of the wider digital identity ecosystem, making age verification far more significant than a simple compliance exercise.

That matters because trust is rarely established through technology alone. It develops through experience. Every interaction either reinforces confidence that a system respects privacy and works in the user’s interests, or it creates additional friction that makes people question whether sharing their personal information is worthwhile. The organisations responsible for deploying digital identity solutions therefore face a challenge that extends well beyond technical implementation. They must convince users that digital identity simplifies their lives rather than creating another administrative burden.

His observation reflects an important shift in how digital identity is beginning to evolve. For many years, digital identity discussions concentrated on proving who somebody was. Increasingly, however, the objective is becoming much narrower. In many situations, organisations do not need to know a person’s full identity. They simply need reliable evidence that an individual meets a particular requirement, whether that is being over eighteen, holding a valid licence or possessing a recognised professional qualification.

This distinction fundamentally changes the relationship between identity and privacy. Traditional identification often required individuals to disclose far more information than was actually necessary. Presenting a driving licence to prove legal drinking age, for example, simultaneously reveals a name, photograph, address, date of birth and other personal information that the organisation has no legitimate reason to collect. Modern digital credentials have the potential to reverse that model by allowing individuals to disclose only the attribute required for a particular transaction, significantly reducing unnecessary exposure of personal data.

This principle of selective disclosure has become one of the defining characteristics of Europe’s emerging digital identity strategy. Rather than encouraging organisations to accumulate increasing quantities of personal information, the objective is to minimise the data exchanged while increasing confidence in the information that is shared. Success therefore depends not on collecting more identity data but on sharing less of it more intelligently.

Achieving that objective requires more than strong cryptography or secure digital wallets. Citizens must believe that their personal information remains under their own control, organisations must trust the authenticity of digital credentials and regulators must have confidence that privacy protections are consistently maintained across the wider ecosystem. Each of these elements contributes to public confidence, and weakness in any one of them has the potential to undermine trust in the entire system.

This is why age verification represents such an important milestone for the digital trust economy. Unlike many earlier digital identity initiatives that remained largely confined to government services or specialist sectors, age verification has the potential to become a mainstream consumer experience. Millions of everyday interactions may ultimately depend upon it. If those experiences are straightforward, privacy-preserving and intuitive, they will gradually establish confidence in the broader digital identity infrastructure that supports them. If they prove intrusive, confusing or unnecessarily complicated, they risk reinforcing many of the concerns that have slowed digital identity adoption for years.

The technology required to support privacy-preserving age verification already exists. The greater challenge now lies in designing services that ordinary people understand, trust and choose to use. As with contactless payments, widespread adoption is unlikely to be driven by technical sophistication alone. It will come from creating experiences that remove friction while making privacy feel like a natural part of everyday digital life.
